This page can be accessed by going to System > Settings > Checkout
Allow customers to get quick Go to System → Settings → Checkout
When enabled, this feature displays a shipping and tax estimate block in on the shopping cart page. This provides customers with a preview of the estimated shipping costs and taxes before they proceed to checkout.
