This page can be accessed by going to System > Settings > System
This value controls time interval in minutes before you will be asked to login again due to no activity.
There is also related to PHP session expiration time configured on the server and can override your setting. Your value can not exceed your php.ini directive session.gc_maxlifetime (check it in PHP Info)
