This Tab shown only if purchased products has any Digital Downloads (digital files) added before order. Read more in the Catalog → Downloads section.
Storefront Downloads
Downloads available only for registered customers within their accounts. If Guests try to purchase products with digital files they will be forced to register account in your store.
