There are few ways how to tax-exempt in AbanteCart

Set in Product

When you edit product you can set it to Tax Class: None

in this case no tax be applied 

Set Customer Group

You can set Customer Group to exempt all taxes

Set Tax rate to exempt

in the Tax Class you can set specific Tax Rate to exempt some Customer Groups
