Go to System → Settings → Checkout

When this setting is enabled, new customers will be required to confirm their account by clicking on an activation link sent to their email address. This prevents unauthorized access to their accounts.

To use Email Activation, ensure the Approve New Customers setting is disabled. This setting is redundant when Email Activation is enabled.
