The country and state (or region) where your store is based. This information is crucial for calculating default tax rates applied to orders from guests (customers without a specified shipping address). May also be utilized by various extensions for operational purposes, such as defining the source address for calculating taxes (like in the case of the Avalara AvaTax extension)
